Mr. Esteban J. Garcia, CEM
President

Mr. Garcia's primary role in the new company, as President, is business management, leadership direction, strategic planning, financial oversight and accountability as well as client interaction and relationship development. Mr. Garcia has more than 18-years experience in the engineering industry and has successfully participated in the start up and management of three separate companies. He brings 10-years experience in the wireless infrastructure industry to NOVACOM and has worked on projects for all major carriers.

Mr. Lucas B. Turner
Business Development Manager

Mr. Turner has over 10-years experience in the wireless industry, working not only for engineering firms, but also for the carriers themselves. His overall knowledge of how a site is built, from search ring issuance to on air and close out, gives Mr. Turner the capacity to ensure the quality of all the Novacom services. Mr. Turner's primary role is business development. He provides Architectural & Engineering Design oversight support and supports the president in his role. Mr. Turner is also responsible for site acquisition services management.

Mr. David A. Hernandez
Operations Manager & CM Manager

Mr. Hernandez' primary responsibility is operational oversight of field operations; providing management oversight for QA/QC, carrier technical standards implementation as well as field and construction staff supervision. Mr. Hernandez performs site walks, determines preliminary design aspects, and receives client, LL and RF signoff of preliminary design reviews. Mr. Hernandez' additional responsibilities include review of all final deliverables before being sent to clients. Mr. Hernandez has 11-years experience in the wireless telecommunications industry. He currently serves as Technical Leader for all T-Mobile projects.

Mr. Timothy J. Lane, REA
Environmental & Construction Manager

Mr. Lane's primary responsibilities include environmental technical oversight and direction as well as environmental report QA/QC. He provides project management oversight for all environmental projects and also manages all environmental field staff. Mr. Lane's is primarily responsible for project setup, project tracking, as well as all environmental consulting or engineering requirements for client projects. Mr. Lane has more than 19-years experience in the environmental industry and has worked for all the major carriers, providing Phase I, NEPA, SHPO, TCNS, LBP testing, ASB Testing as well as Phase II and cleanup.

Mr. Michael A. Sanchez, PLS,
Land Survey Manager

Mr. Sanchez' primary responsibilities include land surveying technical oversight and direction as well as mapping QA/QC. He provides project management oversight for all land surveying projects and also manages all field survey crews. Mr. Sanchez' is primarily responsible for project setup, project tracking, as well as all land development consulting or engineering requirements for client projects. Mr. Sanchez is a California registered Professional Land Serveyor with more than 30-years experience in the survey and telecommunications industry and has worked for all the major carriers, providing record boundary surveys, 1As and 2Cs, topographic mapping and construction staking and geodetic observations.

Mr. James D. Walker
Architectural & Engineering Design Manager

Mr. James “Dean” Walker provides oversight management of our Architectural & Engineering Design Team. Additional responsibilities include QA/QC implementation, CAD staff management, delivery of all SOW items, project setup, project tracking; providing status reports to clients and upper management. Mr. Walker has more than 10-years experience working in the industry with a deep commitment to client quality standards on thousands of sites throughout Southern California.

Mr. Jeff S. Clark
Architectural & Engineering Project Manager

Mr. Clark's primary responsibilities include Architectural & Engineering CAD design and project management; ensuring all drawings adhere to a strict QA/QC policies and procedures. Mr. Clark's additional duties include supervision of field and office staff, maintaining NOVACOM CAD design standards including the look and feel and the accuracy of drawings. Mr. Clark has 10-years experience in the industry and has managed more than 1000-sites for all major carriers.

Mrs. Rosa M. Allaway
Administration

Mrs. Allaway provides all administrative support to NOVACOM, including project database tracking, project milestone tracking and accounting support including accounts, receivables, accounts payable and other financial reporting requirements. Mrs. Allaway is responsible for delivery of all contractually obligated documents, maps, and electronic submittals. Ms. Allaway works closely with the management staff, assuring accurate record keeping and project tracking.
