In order to better serve our respective client needs, CES/ NOVACOM & Paragon have joined forces. Effective May 15, 2009, Martha Diaz, AICP MURP joined our team as Director of Land Development. As a result, she will be spear heading our efforts in all land development aspects.
Novacom is proud to announce the teaming of Paragon Consulting Group and Novacom. The greatest new addition to the Novacom family is Ms. Martha Diaz, AICP, MURP as our Director, Land Development.

Ms. Martha G. Diaz, AICP MURP, has been in the Planning, Development and Construction Management fields since 1988. Her expertise ranges from broad general planning to specific technical and regulatory project management. Ms. Diaz worked as a development planner for the City of Hawthorne, and then moved to the Los Angeles County Department of Regional Planning - Impact Analysis Section - as a CEQA Analyst in 1989.

In the 90s, Ms. Diaz worked for the California Environmental Protection (Cal EPA) Agency where she developed, implemented and marketed state mandated regulatory projects and programs for the Integrated Waste Management Board, the Air Resources Board, the Water Quality Control Board and the Office of Environmental Health Hazard Assessment. In 1995 Ms. Diaz began her career in the wireless industry as a Zoning Specialist, then a Zoning Manager, Project Manager, and Planning and Zoning Director for several private firms and has direct work experience with all Carriers.

In 2004, Ms. Diaz formed Paragon Consulting Group Inc. focusing on permitting, compliance and facility management for several of the major tower providers in the wireless industry with projects resulting in approved zoning and building permit for more than 350-sites.

In addition, her experience has ranges from cellular tower construction to hospitals, commercial building sites and institutional facilities, and includes large scale public works projects such as dams, landfills, tunnels, and transportation corridor. Ms. Diaz has worked on and directed environmental investigations, throughout the western United States, with a focus in the Southern California area.

Ms. Diaz' duties at Novacom will include coordinating the development activities of professional engineers, and other specialists. Her responsibilities will included technical oversight, project management, personnel management, expert witness, budget control, scheduling, cost estimating, and project coordination.
